Issue description

2nd part of GE2 exercise to create the todo-list application fails with error

i have run this exercise a number of times in rol over recent weeks and this problem did not occur. it implies that something has changed in the environment resulting in the error now appearing. all my students in this week's class had the same problem.

i have tried to reprovision the environment but that does not result in the problem going away
