      Issue description

      Can not install pkg by yum or dnf

      Steps to reproduce:

      1. login into workstation with student
      2. open a terminal
      3. execute `sudo yum install vim`

      Workaround:

      NA

      Expected result:

      either vim installed or yum can tell us that the package is already installed

      Actual result:
