      TuneD supports cgroups via the [scheduler] plug-in. Some functionality, such as cgroup_ps_blacklist should work with both cgroups v1 and v2 (test needed). With the move from RHCOS 8.x to RHCOS 9.x, we need to ensure the TuneD cgroup functionality NTO/PAO uses is either sufficiently supported by the current cgroups implementation or will not be needed in RHCOS 9.x.
