            WiP upstream PR: https://github.com/openshift/release/pull/35927
            however, rehearsals show that RHEL-8 content is still used as a base.  Also,
            registry.ci.openshift.org/openshift/release:rhel-9-release-golang-1.19-openshift-4.13 is still not available, postponing until then.
