Description of problem:

After logging in quay new UI about 10 minutes,  the customers need to re-enter password in a pop-up. But sometimes, the pop-up prompting you to re-enter your password was hidden beneath other pop-ups.  Get the details in Screen Recording 2025-11-24 at 23.01.58.mov

If a password re-entry is required, the pop-up window should be at the top.
