As a deployer, I want to be able to (re-)configure my Quay registry deployment seamlessly and efficiently so that I can make changes frequently after initial deployment.

Acceptance criteria:

• for interactive use deployer can rely on a graphical interface to express configuration changes
• for automation purposes deployer can rely on Kubernetes resources to express configuration changes
• no repetitive tasks of transporting existing configuration to configuration mechanism
• applying updated configuration artifacts is automated without additional manual steps
