Description of problem:

For new feature New UI: Notifications in quay 3.15.0, the goal is `Migrate all existing notification functionality to the new UI`. But for `Red Hat Quay Notification`, quay 3.15.0 just can configure this kind notification in old UI, can't in new UI. `Red Hat Quay Notification` just be visible in the new UI via the NavBar.
