Epic Goal

• Migrate all existing notification functionality to the new UI

Why is this important?

• Users need a way to be notified for things like invites or repo events, etc.

Scenarios

1.  Notifications are visible from any page in the new UI via the NavBar
2.  Users are able to interact with the notifications in common ways, such as showing all notifications and being able to clear them
3. Desktop notifications can be enabled in settings
4. Events and Notifications can be created in settings

Acceptance Criteria

• Tests are updated to account for the new scenarios
• Docs has been notified of this new default behavior and that the old UI will be fully removed at the end of the year in the 3.13 release.
