Registry Proxy alert SLO alerts are currently configured for 30 minute windows. It is unlikely these will ever page appsre for anything more than a severe outage. Each alert should be updated better align with quay.io's threshold of 5 minutes. Since registry proxy is dependent on quay.io, let's set each alert to 10 minutes and evaluate.
