Enabling Quota will introduce many new DB calls. There is a high chance that this will cause impact to the DB. We should feature flag the portions of code related to the view, update, and enforcement that are not currently required for calculating the size of namespaces/repositories. This will reduce the DB calls to only those that are required for calculating sizes.
