      Epic Goal

      • Enable the storage quota feature on quay.io so we can then change storage policy for free-tier customers.

      Why is this important?

      • The original 'all you can eat' policy for storage is no longer tenable as a business strategy for quay.io.
      • We need real world validation that quota works at-scale.
