Epic Goal

Enable StoneSoup to organize user repositories in user-designated Quay.io organizations

Why is this important?

StoneSoup needs to be able to create organizations in Quay.io in the background for every new tenant
This is currently blocked because the required API on Quay.io is protected by a captcha

HACBS gets API access to the organizations endpoint without the captcha
All other Quay.io tenants are still blocked from programmatically creating organizations using the API via the captcha
