Right now there is a GH workflow that creates a new vulnerability DB every night, this is then downloaded by Clair CI workflows in the wild before running Clair. We need to force the DB creation into the user's stack to remove any infra on our side and avoid any licensing issues.

We need to adjust the action to easily allow users to create their DB and give examples of how to achieve this in various ecosystems.
