Clair in CI

We want the ability for Clair to run, independent of any external dependencies (i.e. a Clair instance) in CI workflows. The indexing and matching should be done locally. In order to achieve this we should. The scanning should be easily integrated into existing CI workflows and should need (almost) zero configuration. Results should be available in a clear format that is useful to the user.
