Enable storing of open policy agent bundles

    Description

      I would like to be able to push OPA bundles to quay. It looks like the following media types need to be enabled to do that.

      • application/vnd.cncf.openpolicyagent.config.v1+json
      • application/vnd.cncf.openpolicyagent.policy.layer.v1+rego
      • application/vnd.cncf.openpolicyagent.data.layer.v1+json
