OCI Compliance failure with unknown manifest class

    Description

      While the buildkit project was implementing a new caching feature, they ran some tests and found a case where we're not conformant with the OCI spec.

      Specifically, the image index says regarding objects in the manifests array:

      An encountered mediaType that is unknown to the implementation MUST be ignored.

      It seems like Quay currently rejects requests with an unknown mediaType in the manifest list.
