Currently the POC version of local-clair/clair-in-the-CI is composed of various convoluted steps that are good to have a working solution but bad for general consumption.

We should create a new action repo and define a github action that will allow users to slot in container scanning without having to go through the chore of correctly defining the workflow steps.
