Pulls via proxy org should count towards org quota

Only pushes to Quay currently increment repository sizes within an organization.

This also needs to happen when Quay caches an image pulled via pull-thru proxy. It won't happen automatically because repository size is explicitly implemented in the push API layer, and the pull-thru proxy code runs on pulls.
