Quay 3.6.0 recover organization mail point users to quay.io signin rather than current Quay app

Description:

This is an issue found when trying to recover an existing Quay Organization, now when checked the mail to login Quay admin user, the link 'Login to Recover' in the recover mail point to https://quay.io/signin/ 

Note: 

• The Quay image is "quay-operator-bundle-container-v3.6.0-41"
• This issue can also be reproduced with Quay 3.5.6

Steps:

1. Deploy Quay with Operator with all managed components
2. Login Quay config editor to enable 'SMTP', 'Invite-only User Creation'
3. Login Quay to create new user
4. Check mail to active new Quay user
5. Login Quay with admin user to take the ownership of the new quay user
6. Open Quay login Console and click 'Forget Password'
7. Check the recover mail

Expected Results:

In the recover mail ,the link of "Login to Recover" point to current Quay app

Actual Results:

In the recover mail ,the link of "Login to Recover" point to https://quay.io/signin/
