Description of problem:

Install bridge operator 3.5 by OLM, perform openshift build, the build is completed. Then upgrade bridge operator to 3.6, perform the openshift build again, failed to start build.

1. Install bridge operator 3.5 and perform openshift build, following https://polarion.engineering.redhat.com/polarion/#/project/OSE/workitem?id=OCP-28545
2. Edit the channel in subscription for upgrading bridge operator to 3.6
3. Perform the openshift build again

Actual results:

failed to start build

Expected results:

 Started build, build is completed
