As per https://docs.openshift.com/container-platform/4.8/operators/operator_sdk/osdk-generating-csvs.html#osdk-csv-manual-annotations_osdk-generating-csvs we need to add a annotation to the CSV to correctly advertise disconnected support of the Quay Operator:

operators.openshift.io/infrastructure-features: "disconnected"

This will drive correct display and filtering on the Red Hat Ecosystem Catalog.
