QUAYCONF symlink does not work with refactored Dockerfile

The current Dockerfile has an issue with symlinks and permissions on the /conf/stack folder that prevents the config tool from reading it. 

Current Results:

• Quay config app does not load and returns a 404
• config-tool does not load config bundle properly due to broken symlinks 

Expected Results:

• Quay config app loads correctly and shows editor
• config-tool can read config bundle mounted at /conf/stack
