As a simple registry user, I want push to non-existent org to create the org, for convenience.

    Description

      Like pushing to a non-existent repository creates the repository today, the org could also be created.

      • config.yaml to control both org and repo auto-create
      • CREATE_ORGANIZATION_ON_PUSH=true (default false)
      • CREATE_REPOSITORY_ON_PUSH=true (default true)
      • add to config-tool
