Any config change in the Quay Config App sent to the Quay Operator results in a database restart.

Example:

1. Deploy Quay with default settings
2. Set Superuser name in Config App and update Quay configuration
3. Quay Operator updates config but also restarts the database pods despite no postgres settings have changed

This is causing an outage every time quay is reconfigured which is not necessary since most if not all Quay config changes should lead to a rolling update of all Quay pod instances adopting the new config bundle.
