Story: As a Quay admin I would like to leverage the Operator to get the Quay deployment to progress without waiting on the Clair deployment to finish so that I can start using Quay with as little wait time as possible.

Dependencies:

• PROJQUAY-1609

Acceptance criteria:

• Clair initial database download is not blocking the Quay deployment
• Clair deployment is considered ready as soon as Clair is up, not just when all databases have been downloaded (which can take significant amount of time)
