When the Operator is installed in all-namespaces mode, the config editor fails to hit the /reconfigure endpoint. This is because the config editor assumes the Operator Service is located in the same namespace (http://quay-operator:7071).

Solution could be to use Kustomize vars to include the namespace or restrict the Operator to single namespace install mode.
