Workbench: Solver Editor: spent limit checkbox states are not saved

      1. Create a solver configuration.
      2. Enable "Unimproved Spend Limit" checkbox and set hours and minutes limits.
      3. Save the configuration.
      4. Close and reopen the configuration
      5. Enable "Unimproved Spend Limit" checkbox again.
      6. Values are deleted.

      If you enable spent limit checkbox, set some limit values and save the solver configuration, the check box is not enabled after reopening. If you enable the checkbox again, the values in inputs will be deleted.
