Goal

Finalize a Getting Started card that can be added to the Add page and Cluster overview that includes different content depending on RBAC. 

Acceptance criteria

As an admin, I want to see steps to set up my cluster, quick starts I can take, guided tours, and maybe learning resources.

As a developer, I want to create samples, take quick starts I have access to, see guided tours, possibly also learning resources.

• As an OpenShift first-time user, I only want to see content on the card that is based on permissions, so that I can interact and use it.
• As an OpenShift first-time user, I want to be shown content that will help me become more familiar with the Console and how to ideally configure my Cluster.
• As an OpenShift first-time user, I want to be able to dismiss the Getting Started card from the dashboard.
• As an OpenShift first-time user, I want to be able to access the information that was shown on the card even after I dismiss it. ***this might have to be pushed to a later release***
