Background Info

As a follow-up of https://issues.redhat.com/browse/HAC-2535, we need to update the "Action required" modal.

See the attached screenshots.

• The modal content should be rephrased when the cluster uses a self-managed OIDC provider
• The instructions on how to create the missing configuration parts for ROSA cli instructions should not mention the creation of the OIDC Provider

Goals

• Look at the current contents of the 'Action required to continue installation' dialog that appears once a ROSA cluster begins being created, and determine what is no longer relevant for clusters that are BYO-OIDC
• Create an updated version of the modal that removes the BYO-OIDC information, or determine if the modal is needed at all now, or if these two commands can be surfaced earlier in the wizard before the user begins creation
