We want to better define the right behavior when a user switches between clusters and the selected namespace does not exist.
these are the possible scenarios we need to think of:
- Switching from Spoke Cluster 1 to Spoke Cluster 2 from a page with no namespace context
- Switching from Spoke Cluster 1 to Spoke Cluster 2 from any page with namespace context and namespace exist and resource exist
- Switching from Spoke Cluster 1 to Spoke Cluster 2 from any page with namespace context and namespace exist and resource does NOT exist
- Switching from Spoke Cluster 1 to Spoke Cluster 2 from any page with namespace context and namespace does NOT exist and resource exist
- Switching from Spoke Cluster 1 to Spoke Cluster 2 from any page with namespace context and namespace does NOT exist and resource does NOT exist
