Improve behavior of web console namespace dropdown when current selection is not available 

2. What is the nature and description of the request?
Improve the user experience around the namespace dropdown and namespaced navigation, to include:

• Better handling of non-existent or inaccessible namespaces
• Better handling of multicluster switching
• User preferences that allow users to customize how the above cases are handled.

3. Why does the customer need this? (List the business requirements here)
It has always been a confusing experience to have a non-existent or otherwise unavailable namespace selected in the dropdown. The recent addition of multicluster context further compounds this. Better UX around these cases would alleviate some of the confusion.
