Improve UX for ROSA account association:

• Review doc links
• Review microcopy
• Review minor interactions in OCM and User Role steps

The initial AWS account preparation steps of enabling ROSA at AWS and downloading CLI tools have now been moved into the ‘getting started’ page which appears before the wizard is opened: OCM services "overview" product page and ROSA “getting started” page [PD-1425/PD-1414]

These steps no longer need to appear in the account association steps, and now just needs to be the creation and linking of the ‘ocm-role’ and ‘user-role’.

The ‘getting started’ page currently captures ‘account-role’ creation, though this page can instead capture it once implemented.
