      Users of workspace-aware services (App Studio, HACBS, and HAC Infra) should be able to easily switch to other workspaces that have the same service enabled, or add that service's components to a workspace that doesn't have it yet, in a consistent way.

      See the Workspaces design sprint doc for a list of workspace-related use cases and initial design explorations of how workspace switching could work in the Service Preview timeframe.

      Goals:

      1. Gain consensus for service preview by answering the following:
        • Where does the switcher live?
        • What is inside of the dropdown?
        • What does create WS look like? 
        • Where is the overall WS list access?
      2. Create final design stories as needed for each piece above
      3. Partner with PM to document Workspace use cases, benefits, architecture
