When an operator is installed and adds a new UI we should highlight the new navigation item with a new badge.
This will help users discover more easily what has been added.

Use cases

An operator that adds a top level navigation item
Example - OpenShift Virtualization

An operator that adds a new UI to the console
Example - Advanced Cluster Management or Multicluster Operator

An operator that adds a sub level navigation item
Example - NetObserv operator (Observe > Network traffic)
