Context

After the update the Patternfly 6, the perses theme no longer looks like a native part of the Openshift console.

Task

Update the monitoring-plugin with Patternfly theming for it's perses components.

These should match the PF-6 update to the monitoring-plugin. This will require upstream work in perses to utilize the MUI theme in places where it currently isn't utilized.

Outcome

• The perses components look as though they belong in OCP 4.19+.
• We will NOT do changes upstream, we will focus on create a theme that resembles patternfly colors.
