Add "status" sub-command to "oc adm upgrade"

      Here is a output oc adm upgrade during an update.

       

      $ oc adm upgrade
      info: An upgrade is in progress. Working towards 4.11.42: 104 of 806 done (12% complete)
      
      Upstream is unset, so the cluster will use an appropriate default.
      Channel: stable-4.11 (available channels: candidate-4.11, candidate-4.12, eus-4.12, fast-4.11, fast-4.12, stable-4.11, stable-4.12)
      No updates available. You may still upgrade to a specific release image with --to-image or wait for new updates to be available.

      It is not intuitive to guess that the % of completion of update will be part of the output. So customers struggling to find the CLI command which will show them the current state of the update.

       

      So we should add a sub-command `oc adm upgrade status` without changing `oc adm upgrade` output.
