CI Integration: single-arch to multi-arch updates

      As an OpenShift QE, we want to test the cluster upgrade/migration starting from single-arch cluster on a single-arch payload to multi-arch cluster on a multi-arch payload between the same payload version. The steps include:

      1) Install a x86|aarch64 cluster using x86|aarch64 payload (4.13)

      2) Migrate to a multi-arch payload (4.13)

      a) using "oc adm upgrade --to-multi-arch" to migrate a connected cluster

      b) using "oc adm upgrade --to-image <multi-arch-payload> --allow-explicit-upgrade" to migrate a disconnected cluster w/o update service

      3) Scale up with aarch64|x86 workers

      Cloud Provider: AWS, Azure

      Question:

      Do we need to do a follow-up upgrade to a different multi-arch payload?
