CVO by default only understand the whole cluster as one entity and it mostly care about operators which are part of the payload. So CVO only get a upgrade recommendation  for the cluster. However in hypershift we have  broken down the cluster in to control plane and node pool and they can be upgraded indecently to a large extent.  With the current CVO code it is not possible for getting upgrade recommendation for node pool.
