It should be straightforward for folks to drop manifests into the CI workflow to add manifests for custom workloads that exercise suspected/past weaknesses in OpenShift controller behavior. Figure out if we can do that today. Definition of done: either:
a. Add docs to https://steps.ci.openshift.org/workflow/openshift-upgrade-aws and similar explaining how workflow consumers could do this today, or:
b. Create follow-up tickets for implementing a mechanism for doing this.
