Define fips profile in LPINTEROP job for OSSM3. Same as we had for OSSM2 https://github.com/openshift/release/blob/master/ci-operator/config/maistra/maistra-test-tool/maistra-maistra-test-tool-main__servicemesh-ocp4.20-lp-interop.yaml#L82 

Since some sail e2e tests are not working on fips (ambient iirc), these tests must be skipped.
