Extend downstream and upstream pipelines about kiali cypress ambient. 
First, the installation jobs need to be updated in upstream (install via sail.sh script in kiali) and downstream https://issues.redhat.com/browse/OSSM-9982 .
Then, we can add as part of kiali upstream/downstream pipelines new subjobs for testing. E.g.

• clean up existing istio/ossm after kiali ossmc tests
• install istio/ossm with ambient
• Run kiali cypress test suite with ambient test group

Or we can create separate pipeline for that (e.g. kiali upstream ambient / downstream 3 ambient )

AC:

• kiali cypress ambient test suite is running during kiali upstream nighty and downstream testing
