Istioctl binaries are built and are stored into this registry so we need to publish them into mirror.openshift.com.

According to the documentation,  for automating with Konflux the publishing of the istioctl binaries to Content Gateway, we need to create:

• a Release Plan Admission (MR: https://gitlab.cee.redhat.com/releng/konflux-release-data/-/merge_requests/5002 )
• a Product File (MRs: https://gitlab.cee.redhat.com/releng/konflux-release-data/-/merge_requests/5001,  https://gitlab.cee.redhat.com/releng/konflux-release-data/-/merge_requests/5685 )
• a Product Version File (MR: https://gitlab.cee.redhat.com/releng/konflux-release-data/-/merge_requests/5903)

Acceptance criteria:

All these CRs are created (MRs are in draft status but already reviewed/approved).
