Currently, the automatic publishing of istioctl binaries is not working because the push-artifacts-to-cdn pipeline is not implemented yet (see RELEASE-1571). The due date is schedule to August 29.

When it will be set up, we have to test and use this procedure to have a proper and automatic way to publish our binaries to the dev portal

Acceptance criteria:

• Create ReleasePlanAdmission and ReleasePlan for istioctl-3.y
• Modify the servicemesh constraint to add the push-artifacts-to-cdn pipeline
• Create the associated Release CR in the konflux/istioctl repo
• Document the steps for a specific release in the release gdoc
