Add small default PV on UPI cluster

      With Tempo we need at least 1x2Gi PV

      We have an option in the UPI cluster install job that will add 80x10Gi 

      DoDs:

      We need to add by default a small 1x2Gi-3Gi PV to not overuse resources and allow tempo to work
