Fix minio installation on UPI cluster

      Right now, the minio (which is required for tempo) doesn't work on UPI clusters, the minio pod is not able to run due to

      0/5 nodes are available: pod has unbound immediate PersistentVolumeClaims. preemption: 0/5 nodes are available: 5 Preemption is not helpful for scheduling.. 

      there is an error in the PVC

       

      │   Normal  FailedBinding  3s (x14 over 3m15s)  persistentvolume-controller  no persistent volumes available for this claim and no storage class is set 

      I have noticed that no PV is created and also that no StorageClass is defined in that cluster. ( in comparison to hive provisoned cluster where it works, it creates PV automatically.
      Also, there is defined a storageclass standard-csi which has provisioner: cinder.csi.openstack.org )

      It needs to look on
