[RFE] Add the ability to set the excluded_workloads for Kiali from the SMCP

      Description of problem:

      The SMCP should be able to set .spec.kubernetes_config.excluded_workloads in the Kiali object it creates. 
      When the Kiali object is modified manually, the changes are lost when a new version of the SMCP is deployed.

      Steps to Reproduce:

        1.  Modify the Kiali object, and set .spec.kubernetes_config.excluded_workloads
        2. Update the SMCP version

      Actual results:

       The excluded_workloads configuration is removed from the new Kiali object. 
        
      Expected results:

       The excluded_workloads configuration is present in the new Kiali object. 

      Additional info:

      This would help customers to have all the configuration in one place, rather than having to modify the SMCP and the Kiali object separately.
