Description of problem:

The SMCP should be able to set .spec.deployment.replicas in the Kiali object it creates. 
When the Kiali object is modified manually, the changes are lost when a new version of the SMCP is deployed.

Steps to Reproduce:

  1.  Modify the Kiali object, and set .spec.deployment.replicas
  2. Update the SMCP version

Actual results:

 The number of replicas is set back to 1 
  
Expected results:

 The number of replicas remains as defined in the SMCP 

Additional info:

 This would help customers to have all the configuration in one place, rather than having to modify the SMCP and the Kiali object separately.
