Make Cypress suite detect generated traffic before running the tests

We want to detect traffic generated by the traffic generator as a part of the test setup.

Splitted from the other ticket just for a clearance and not a whole lot research has been done regarding to this yet.

this problem is more related more to integration tests  : bookinfo is installed with traffic generator and integration tests are fast and executed right away. 
there is hardcoded sleep for 2 minutes .

the sleep is important for traffic to be generated in prometheus (is this from where we take all data, right?) 
if there is no traffic, tests fail

we want to have condition to check the data before we trigger the suites
