Acceptance Criteria:

• Test and confirm that the new Sail operator (and later OSSM3 product operator) can be configured with OpenShift cluster monitoring (user workload monitoring)
• Documentation (in Github - along with operator docs) how to configure Istio (installed via the Sail Operator) with OpenShift cluster monitoring.
• Bonus - push documentation on how to integrate upstream Istio with OpenShift monitoring to upstream Istio Addons Doc: https://istio.io/latest/docs/ops/integrations/
