Should be a relatively short document that points out

• how to install
• An example of the IstioHelmInstall config (can be pulled from the OpenShift console)  with a description of how to use the values field (really the only config field).
• limitations (what we know is missing/broken)
• where to get upstream docs

Acceptance Criteria

• documentation is in a README.md pushed to a github repository
• the README.md is linked in the operator CSV so that it's a clickable link when installing through OperatorHub
